The official visit of participants of the 65th Plenary Session of the General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) to Karabakh has commenced, marking an important gesture of international engagement with Azerbaijan’s post-conflict recovery efforts in the region.
The delegation's visit began with their arrival at Fuzuli International Airport — a key infrastructure project symbolizing Azerbaijan's rapid reconstruction of the liberated territories. Upon arrival, the delegates were briefed on the extensive damage sustained by the city of Fuzuli during nearly 30 years of Armenian occupation.
Officials provided detailed information about the scale of destruction, including the decimation of civilian infrastructure, cultural heritage sites, and public facilities. The briefing also highlighted the large-scale efforts initiated by the Azerbaijani government to rebuild and modernize the region following its liberation.
The PABSEC delegates were informed about ongoing projects related to urban planning, road construction, housing development, renewable energy, and the "Great Return" program, which aims to facilitate the safe and dignified return of internally displaced persons (IDPs) to their ancestral homes.
This visit underscores the growing international attention to Azerbaijan’s reconstruction agenda in the Karabakh region and reflects broader interest among regional organizations in contributing to sustainable peace, economic integration, and development in the post-conflict South Caucasus.
