Elchin Amirbayov: South Caucasus faces both challenges, opportunities

During his official visit to Mexico, the Azerbaijani President's Special Representative Elchin Amirbayov delivered an open lecture at the Matias Romero Institute, EDnews reports.

The event was attended by students, diplomats and invited guests. Azerbaijan's Ambassador to Mexico Mammad Talibov was also present.

A detailed article about this speech was published in the Mexican edition of Revista Mundo Internacional. In his speech, Amirbayov focused on three key topics: the development of Azerbaijani-Mexican relations, geopolitical changes in the South Caucasus and the process of negotiations on a peace agreement with Armenia.

"Despite the geographical distance, a flexible and constructive political dialogue has developed between our countries, based on similar positions on international issues," the diplomat noted.

According to him, interaction within the UN has always been based on mutual respect for the norms of international law.

Amirbayov paid special attention to the Memorandum of Understanding between ADA University and the Matias Romero Institute, emphasizing the importance of academic cooperation: "This agreement will bring our societies closer together through the exchange of students and teachers." Amirbayov also noted that the volume of trade between the two countries is $239 million, but the potential for cooperation is much higher.

"It is necessary to identify promising areas to strengthen trade," the presidential representative emphasized. Commenting on the ongoing transformations in the South Caucasus, Amirbayov said that a new world order is being formed. According to him, traditional alliances are being transformed, and new configurations are emerging in their place: "Our region is facing both challenges and opportunities."

He emphasized the strategic role of Azerbaijan as an energy supplier and a transport hub between the East and the West.

Amirbayov added that the policy of non-alignment with military blocs and consistent implementation of an independent foreign policy make Azerbaijan "a reliable, predictable and respected partner." "Azerbaijan also often acts as a mediator between regions, helping to achieve consensus. It is this commitment to dialogue that led to Baku being chosen to host COP29," the diplomat said.

According to him, Azerbaijan plays an active role in building bridges and mediating between key global players, helping to conclude historic agreements.

Speaking about the peace agreement with Armenia, Amirbayov said that the parties are closer than ever to signing the document. However, for this, according to him, two main obstacles need to be removed. First, these are the provisions of the Armenian constitution containing territorial claims against Azerbaijan. Second, he noted the need to abandon outdated and ineffective mediation mechanisms.

The presidential representative also pointed out the importance of opening the Zangazur corridor, which will connect the main part of Azerbaijan with Nakhchivan: "This 40-kilometer route will radically change the logistical map of the region and strengthen stability."

In conclusion, Amirbayov expressed confidence that the signing of the peace agreement will open a new page for the entire South Caucasus.
