The Ministry of Foreign Affairs of the Republic of Azerbaijan has released a statement regarding the Khankendi Communiqué adopted at the 17th Summit of the Economic Cooperation Organization (ECO), EDnews reports, citing AZERTAC.
The statement highlights that the 17th ECO Summit was held in the city of Khankendi, Azerbaijan, on July 3–4, 2025.
It was noted that, upon the initiative of President Ilham Aliyev, the Summit was dedicated to the theme “New ECO Vision for a Sustainable and Climate Resilient Future.” Prior to the Summit, several events were organized: the ECO Youth Forum in Aghdam on July 1, the ECO Women’s Forum in Lachin on July 2, and the 6th ECO Business Forum in Shusha, also on July 2.
As the outcome of the Summit, the Khankendi Communiqué, also known as the Chair’s Summary, was adopted.
The Communiqué highly appreciated the large-scale ongoing reconstruction and restoration works in Azerbaijan’s liberated Karabakh and Eastern Zangazur economic regions.
It also reaffirmed the right of Azerbaijanis expelled from Armenia to return to their native lands in dignity. In line with the theme of the Summit, economic resilience and climate sustainability were identified as key priorities on ECO’s future agenda. The environmental initiatives of women leaders from the ECO region, especially the "Zero Waste" initiative spearheaded by First Vice-President of Azerbaijan Mehriban Aliyeva and First Lady of Türkiye Emine Erdoğan, were praised.
The Communiqué emphasized the importance of launching the ECO Clean Energy Centre and expanding the activities of the ECO Research Center.
It also expressed support for initiatives such as “ECO Invest,” the ECO Chamber of Commerce and Industry Council, the development of a unified information space, and strengthening the mandate of the ECO Trade and Development Bank.
The importance of sustainable urban planning and the 13th World Urban Forum (WUF13), to be held in Baku next year, was also underlined.
